So they are the same in terms. The difference is that the former has Vibration Reduction and focus internally. VR helps so you hold the camera at slower speeds than normal 1 / (focal length * 1.5) rule. Inner Focus usually means the front and rear elements not rotate. This is useful when used as a circular polarizer filters. If you set the circular polarizer for the desired effect and then focus on a target without internal focus, which is no longer circular polarizer have the same effect. You would have to adjust again. This is not an internal problem with the focusing lens. (Note: you can still rotate some if you change the zoom).
