When a camera says Nikon D200 body only second hand, does it mean it cannot take pics?

Do I have to buy a lens, where and how much will one be.

Second hand means used and you will need a lens. I would get a short zoom lens like a 18-55mm zoom, it will cost about $120. Below I listed a few dealer links.
