How I can improve the sharpness of the pictures outdoors with the D7000?

I have a new nikon d7000. I'm getting inside tactical pictures sharp, but the outdoor images are soft. I adjust the fine focus, shot in JPEG and RAW, and was a tripod. Any suggestions?

What f-stop is used? Did you know that each target has a "sweet spot"? Well, this is usually over two stops lower f-stop. So if you have an f/3.5, then an f / 5 would get the sharpest images.
