How can I make this technique using Nikon D80.?

If you are receiving all white, that is overexposed. You are probably trying to use too long of a shutter time. You only need about ¼ of a second to this small amount of water blur. First, try to speed priority. Starting at ISO 100 and no auto-ISO. Set your camera "S" and the second ¼ select, indicated by a 4 on the display. (NOT the 4 ", with the marks after it.) Use a tripod or the camera key very secure against a tree or something similar.
