Difference between two lenses?

Does anyone know what is the difference? I am looking for clarity in my photographs that anyone ever will to help it will be my choice. The cash difference does not matter to me if one of the two contributes to sharpness / clarity. Thanks guys. I think I'll go with the lens without VR. VR would be great if I was the long distance zoom. Because I have the ability to get the shutter speed (or ISO if necessary), the reality seems an unnecessary virtual fixture in my situation.
