What is the best photo editing software on the market?

I am looking for a photo editing software good to use for my new nikon d3000. I have the standard iPhoto but it does not achieve the desired effect I want. If you mark someone flickr album that contains this seems to be making the effects I'm struggling desired: http://www.flickr.com/photos/missbailey/ Any suggestions?

The best Adobe Photoshop is indisputable.
